Terms of Use: Family Engagement 360 (FE360) Portal
1. Acceptance of Terms & Primacy of Data Use Agreements
By accessing, browsing, or submitting files through the Family Engagement 360 (FE360) Portal (the "Portal"), you acknowledge and agree that your use is strictly subject to these Terms of Use as well as the active, executed Data Transfer and Use Agreement (DUA), Memorandum of Understanding (MOU), Administrative Order, or equivalent data-sharing agreement between Arizona State University (ASU) and your specific jurisdiction or agency. In the event of any conflict between these Terms of Use and your jurisdiction’s specific DUA/MOU, the terms of your executed jurisdiction agreement shall control.
2. Purpose and Authorized Scope
This Portal is operated by Arizona State University’s Youth Justice Lab solely to facilitate the secure transfer of juvenile probation contact lists and human-subjects data for the IRB-approved research study. Authorized data is collected solely for survey outreach to youth and families and will not be linked to outside datasets or used for unauthorized administrative actions.
3. Jurisdiction Compliance and User Representations
By submitting data through the Portal, you certify and represent that:
- You are an authorized official or designated data custodian for your participating court, probation department, or agency.
- All uploaded files comply strictly with the authorized data variables outlined in your jurisdiction's DUA
- You will not submit sensitive, unapproved identifiers outside the agreed-upon data specification (such as full social security numbers, unapproved medical/psychiatric records).
- Your agency possesses all necessary statutory authority, court orders, or administrative authorizations to disclose the provided records to ASU.
4. Statutory and State Law Obligations
All users and participating agencies must abide by all applicable local, state, and federal laws governing juvenile record confidentiality, data privacy, and human subjects research. Where mandated by specific partner jurisdictions and statutory provisions (e.g., applicable state court administrative orders, administrative rules, or state disclosure codes), unauthorized disclosure or misuse of confidential juvenile data may subject violators to administrative penalties, contract termination, or criminal prosecution under applicable state statutes.
5. System Security & File Integrity
Users agree to:
- Access the Portal only via authorized links and secure channels.
- Provide files in approved formats as outlined in project transfer protocols.
- Maintain the confidentiality of portal access credentials and notify ASU immediately if unauthorized access, transmission errors, or data discrepancies are identified.
